When my system has teams tied for the last at large selection(s), my tiebreaker is teams' scores for positive results (wins or ties) against Top 50 teams. I use a scoring system that is very heavily weighted towards good results against highly ranked teams. For teams' ranks, I use their simulated end-of-season ranks. This week, the last team "in" is Portland and the first team "out" is Iowa. Portland's Top 50 results score is just a hair better than Iowa's.
Here is the key for the NCAA Seed or Selection column:
1 = #1 seed
2 = #2 seed
3 = #3 seed
4 = #4 seed
5 = unseeded automatic qualifier
6 = unseeded at large selection
6.5 = tied for last at large selection but not selected due to Top 50 Results score
7 = Top 60, no at large selection
8 = Top 60, disqualified from at large selection due to record below 0.5000
9 = Top 78 teams that would be reasonable at large candidate if within Top 60
